Lüneburg district's regional parliament approved a visionary transport blueprint for the future of public transit services

The district of Lüneburg has announced the adoption of a new transport plan (NVP) for the years 2026 to 2030. This comprehensive plan, spanning nearly 200 pages, outlines the structure of public passenger transport (ÖPNV) in the district and sets the framework for its modernization and development in the coming years.

The management of ÖPNV bus services will be handled by MOIN Mobility Infrastructure and Operations GmbH of the district of Lüneburg, starting from the following year. To ensure a smooth transition, MOIN will make necessary adjustments to the route network, if required.

Involving citizens in shaping the transport plan was a key priority for the district. A two-month participation process was conducted, during which residents could submit their statements in person and online. Out of the approximately 540 concerns received, about a third were incorporated into the NVP by the mobility department of the district administration.

One of the main focuses of the transport plan is the expansion and financing of ÖPNV over measures for individual traffic. The plan aims to improve safety and cleanliness in ÖPNV, and attractive fares and transfer options are outlined.

The plan also prioritizes the acceleration of bus services in the Hanseatic city area. Midi-bus lines will be introduced, and demand-responsive transport will be realigned according to the plan.

To ensure transparency and accountability, a passenger advisory board will be established as part of the transport plan. This board will play a crucial role in providing feedback and suggestions to the district council and MOIN, helping to maintain the high standards set by the NVP.

The transport plan was approved unanimously by the district council on September 18, 2025. For more information about the NVP, please visit [www.our website/nvp].

Starting next year, the municipal public transport company 'Kreisverkehrsgesellschaft mbH Lüneburg' will take over the administration of the ÖPNV bus services in the Landkreis Lüneburg. The public transport services will be adjusted according to the framework set by the approved public transport plan 2026–2030, focusing on improved service structures and modernization measures.

The Lüneburg transport plan is a significant step towards a more efficient, safe, and modern public transport system. By prioritizing the needs of its citizens and focusing on the expansion and improvement of ÖPNV, the district is paving the way for a greener and more sustainable future.
